PAYMENT OPTIONS FOR REAL ESTATE & PERSONAL PROPERTY TAXES Pay by Mail
Mail payments to the Treasurer at the following address: Treasurer of Charlotte County, P. O. Box 267, Charlotte Court House, VA 23923. Envelopes must be postmarked on or before midnight of the due date.

Pay in Person
Pay at the Treasurer’s office by check, money order or cash. The office is located at 201 David Bruce Avenue in Charlotte Court House. (If check is not honored by bank, receipt is void.) Social distancing measures are in place and masks are required inside the building for public safety.

TAXPAYER ASSISTANCE PROGRAM If you are unable to pay your taxes by the specified due date, taxpayer assistance is available. For more information on this program contact Patricia Berkeley, Treasurer.

TREASURER'S OFFICE HOURS The Treasurer's Office is open Monday thru Friday from 8:30 am to 5:00 pm.

DIRECT PAYMENT PROGRAM The new Direct Payment program allows you to make payments on your county taxes each month automatically from your checking account. When you enroll in the program, the amount you choose is deducted directly from your bank account each month and applied to your county taxes. REAL ESTATE TAXES
Assessment Ratio: 100% Tax Rate: $0.62 / $100
Real estate taxes are assessed as of July 1st of each year. Taxes are billed twice annually with due dates of December 5th and June 5th. Payment options are provided here. Any payments not received by the due date will be charged a 10% penalty. Interest is 10% annually and begins accruing immediately after the due date. Failure to receive a tax bill does not relieve taxpayers of the penalty and interest charge applied to all past due bills. Real estate values are reassessed every six years by an outside agency in accordance with state law. Current values took effect July 1, 2019. Notwithstanding that the ordinance adopted by the Board correctly reflected the Board's intent, through unintended miscalculation, the correct amount of the real estate tax credit was not shown on bills sent out for FY22/23.

DISABLED VETERAN TAX RELIEF The General Assembly has provided for an exemption of qualifying real property taxes and personal property taxes for 100% Service-Connected Totally and Permanently Disabled Veterans. Specific requirements for the exemption are outlined in the applications available below or at the Commissioner of Revenue's Office. In order to qualify, the veteran or surviving spouse shall complete the application and file it with the Commissioner of the Revenue’s office. PERSONAL PROPERTY TAXES
Value Used for Tax Purposes: Trade-in-Value (cars, trucks, motorcycles only) Assessment Ratio: 100% Tax Rate: $3.46 / $100

Personal Property taxes are assessed on vehicles (cars, trucks, buses, and motorcycles), trailers, road tractors, farm equipment, boats, airplanes, and business personal property.

Mobile Homes are assessed at the real estate tax rate (.62 / $100).

Real personal property taxes are assessed as of July 1st of each year. Taxes are billed twice annually with due dates of December 5th and June 5th. Any payments not received by the due date will be charged a 10% penalty. Interest is 10% annually and begins accruing immediately after the due date. When moving vehicles into or out of the county, please contact the Commissioner of the Revenue within 30 days. Failure to receive a tax bill does not relieve taxpayers of the penalty and interest charge applied to all past due bills.

HIGH MILEAGE DEDUCTION FOR PERSONAL PROPERTY TAX A passenger vehicle assessment may be reduced if the vehicle has high mileage. The reduction is based on actual mileage. To be considered for this deduction, taxpayers must submit a High Mileage Application for Passenger Vehicles along with the required documentation specified on the application to the Commissioner of the Revenue prior to July 1st of each year. VEHICLE REGISTRATION $25 Per Vehicle - Billed with Personal Property Taxes

Charlotte County no longer issues vehicle decals. However, there is an annual registration fee of $25 for each vehicle. This fee is billed with personal property taxes. Half ($12.50 per vehicle) is due December 5th & the other half is due on June 5th.

MACHINERY & TOOLS TAX
Value Used for Tax Purposes: Original Cost Tax Rate: $3.00 / $100
Assessment Ratio: 45% of Cost (Depreciated 10% annually down to a minimum 10% Cost)
MERCHANTS CAPITAL TAX
Assessment Ratio: 10% Tax Rate: $3.20 / $100
Merchants capital is the inventory in stock on hand and all other personal property excluding tangible personal property, not for sale as merchandise and money on hand and deposit.

All dogs four months and older must be licensed. Dog licenses go on sale November 1 and must be purchased no later than January 31st. Failure to comply with this county ordinance is subject to enforcement by the Animal Control Officer. A rabies vaccination certificate for each dog must accompany order. Tags cannot be accepted.

BUSINESS LICENSES Charlotte County does not have a county business license requirement at this time. Businesses operating within the limits of an incorporated town (Charlotte Court House, Drakes Branch, Keysville, & Phenix) need to check with their town office regarding town licensing requirements.

For information on obtaining state licensure or certification in a regulated profession (contractors, tradesmen, barbers, etc.) visit the Dept. of Professional and Occupational Regulation (DPOR) website.

Although Charlotte County does not require a business license, businesses (including farms) are required to file a listing of the equipment owned as of July 1 by August 1 of each year. This includes anyone who files a tax return with a schedule c/f or depreciation.
